FLOQ Terms of Service

Welcome to FLOQ.
FLOQ is a platform for adults to find and participate in small, focused communities — called Flocks — around shared interests, hobbies, activities and subjects.
These Terms of Service ("Terms") govern your use of FLOQ, including the FLOQ website, applications, Flocks, discussions, messaging and other services we provide (collectively, the "Service").
By creating an account or using FLOQ, you agree to these Terms. If you do not agree with them, you may not use FLOQ.
1. You must be 18 or older
FLOQ is an 18+ service.
You must be at least eighteen (18) years old to:
- create an account;
- register for FLOQ;
- participate in a Flock;
- post or respond to discussions;
- communicate with other users;
- provide personal information to FLOQ for the purpose of using the Service.
You may not use FLOQ if you are under 18.
You must provide truthful information about your age when registering. Attempting to circumvent FLOQ's age requirements, including by providing false information, may result in immediate suspension or permanent termination of your account.
FLOQ may take reasonable measures to verify age where required for safety, legal or regulatory reasons.
If we become aware that a person under 18 is using FLOQ, we may immediately suspend or terminate the account and take any other measures required by applicable law.
2. Your account
You are responsible for keeping your account secure and for all activity conducted through your account.
You agree to:
- provide accurate information;
- keep your login credentials confidential;
- use only your own account;
- not share, sell, transfer or rent your account;
- not create accounts for other people;
- not impersonate another person, organisation or entity;
- not use another person's account without permission;
- notify us if you believe your account has been compromised.
We may limit the number of accounts a person may operate.
We may suspend or terminate accounts that violate these Terms, our Community Guidelines or applicable law.
3. FLOQ is a community platform
FLOQ exists to provide focused, friendly communities around shared interests.
Each Flock has its own subject, purpose and community rules. Flock moderators help maintain those communities.
You are expected to:
- treat other members with respect;
- participate constructively;
- follow the rules of the Flocks you join;
- respect moderator decisions;
- use FLOQ for genuine participation rather than abuse, harassment or manipulation.
Disagreement is allowed. Personal attacks, threats, intimidation and persistent harassment are not.
4. Prohibited content and behaviour
You may not use FLOQ to create, publish, transmit, request, facilitate, organise, promote or distribute content or behaviour that is illegal or harmful.
This includes, but is not limited to:
4.1 Illegal activity
You may not use FLOQ to:
- plan, coordinate, facilitate or promote criminal activity;
- buy, sell or distribute illegal drugs or controlled substances;
- facilitate illegal weapons transactions;
- facilitate fraud, scams, money laundering or financial crime;
- facilitate human trafficking or exploitation;
- facilitate terrorism or terrorist activity;
- solicit or promote violent criminal activity;
- provide instructions intended to facilitate serious criminal offences;
- evade law enforcement or assist others in doing so.
Discussing a subject for legitimate educational, historical, journalistic or safety purposes is not automatically prohibited. However, FLOQ may restrict content where the purpose or context indicates that the Service is being used to facilitate illegal activity.
4.2 Child sexual abuse and exploitation
Any sexual content, sexual solicitation, grooming, exploitation or abuse involving minors is strictly prohibited.
You may not:
- sexualise minors;
- request, offer, distribute or possess sexual material involving minors;
- facilitate sexual contact with minors;
- groom or solicit minors;
- use FLOQ to identify, target or exploit minors.
Because FLOQ is an 18+ platform, sexual exploitation of minors is treated as a particularly serious violation.
We may immediately suspend accounts, preserve relevant information and report suspected child sexual exploitation or other serious offences to appropriate authorities where required or permitted by law.
4.3 Non-consensual sexual content
You may not use FLOQ to distribute or solicit intimate or sexual content without the consent of the person depicted.
This includes so-called "revenge porn", intimate images shared without consent, sexual extortion and threats to distribute intimate material.
4.4 Threats and violence
You may not:
- threaten another person with violence;
- encourage or organise violence;
- threaten to harm yourself or another person;
- coordinate violent attacks;
- provide content intended to facilitate serious violence.
We may take immediate action where there appears to be a credible threat to a person's safety.
4.5 Harassment and stalking
You may not use FLOQ to:
- repeatedly harass another user;
- threaten, intimidate or stalk another user;
- continue contacting someone who has blocked you;
- encourage others to harass someone;
- publish private information about another person in order to harm, intimidate or expose them;
- deliberately impersonate another person to deceive or harm them.
4.6 Hate and extremist content
You may not use FLOQ to promote or organise hatred, violence or discrimination against people based on protected or comparable characteristics.
Content supporting terrorist organisations, violent extremist organisations or ideologies that promote violence against protected groups is prohibited.
Discussion of such organisations for legitimate purposes such as news, history, research or criticism may be permitted where the context is clearly non-promotional.
4.7 Fraud and deception
You may not use FLOQ to:
- operate scams;
- defraud other users;
- impersonate individuals or organisations;
- create deceptive accounts;
- manipulate users into giving you money, credentials or sensitive information;
- distribute phishing links or malicious content.
4.8 Doxxing and privacy violations
You may not publish or distribute another person's private or sensitive information without a legitimate reason and appropriate permission.
This includes, for example:
- home addresses;
- private telephone numbers;
- private email addresses;
- financial information;
- passwords;
- authentication credentials;
- private photographs;
- identity documents;
- other information that could reasonably expose someone to harm.
4.9 Malware and attacks
You may not:
- distribute malware;
- deploy viruses, ransomware or other malicious software;
- attempt to compromise FLOQ accounts or infrastructure;
- bypass authentication or security controls;
- probe or attack FLOQ systems;
- scrape FLOQ in a manner that interferes with the Service;
- conduct denial-of-service attacks;
- exploit vulnerabilities for malicious purposes.
Security researchers are encouraged to report vulnerabilities responsibly through the FLOQ security contact.
5. Intellectual property
You may only post content that you have the right to use.
You must not upload or publish content that infringes another person's copyright, trademark, database rights, privacy rights or other intellectual property rights.
When you submit content to FLOQ, you retain ownership of that content.
However, you grant FLOQ a worldwide, non-exclusive, royalty-free licence to host, store, reproduce, process, display and transmit that content solely as reasonably necessary to operate, secure, moderate and improve the Service.
This licence does not give FLOQ ownership of your content.
The licence ends when the content is deleted, except where retention is reasonably necessary for legal, security, fraud-prevention, dispute-resolution or regulatory purposes.
6. Moderation
FLOQ uses a combination of:
- community moderators;
- automated systems;
- AI-assisted moderation;
- user reports;
- FLOQ safety and administration teams.
AI may be used to identify potentially harmful content, detect patterns of abuse, assist moderators and help prioritise reports.
AI does not replace human responsibility for serious moderation decisions where human review is appropriate or legally required.
We may:
- remove or restrict content;
- add warnings or labels;
- restrict participation in a Flock;
- mute users;
- temporarily suspend accounts;
- permanently terminate accounts;
- restrict access to parts of FLOQ;
- remove moderators;
- archive or close Flocks;
- preserve information where appropriate;
- report suspected criminal activity to competent authorities where required or permitted by law.
We do not guarantee that every violation will be detected.
7. Flock moderators
Flock moderators are community volunteers or representatives authorised by FLOQ.
Moderators may enforce the rules of their Flock, including removing discussions or replies, muting members and reporting users to FLOQ.
Moderators may not:
- override FLOQ's platform-wide rules;
- create or approve illegal content;
- expose private user information;
- abuse moderator privileges;
- use moderation powers for personal retaliation;
- circumvent FLOQ's safety systems.
FLOQ may remove or replace moderators at any time where necessary to protect a Flock or the platform.
Moderator actions may be logged for safety, accountability and dispute resolution.
8. Reporting content
If you believe content or behaviour violates these Terms, you can report it to FLOQ.
Reports should contain enough information for us to understand the issue.
We may ask for additional information where necessary.
We may prioritise reports involving:
- immediate threats to safety;
- child sexual exploitation;
- terrorism or serious violent crime;
- serious illegal activity;
- fraud or significant financial harm;
- harassment or abuse;
- other violations of these Terms.
False, malicious or deliberately misleading reports may themselves constitute a violation of these Terms.
9. Illegal content and law enforcement
FLOQ is operated in accordance with applicable Dutch and European law.
FLOQ does not provide a safe harbour for criminal activity.
If we become aware of content or behaviour that appears to involve criminal activity, we may take appropriate action, including removing content, restricting accounts, preserving relevant information and contacting competent authorities where required or legally permitted.
Requests from authorities
FLOQ may disclose personal information, account information, content or other information in our possession when:
- required by applicable law;
- required by a valid court order;
- required by a valid warrant or other legally binding order;
- requested through a legally valid governmental or law-enforcement process;
- necessary to comply with a lawful regulatory request;
- necessary to protect the life, safety or security of a person where legally permitted;
- necessary to investigate or prevent serious illegal activity where legally permitted.
We will assess requests from authorities and respond in accordance with applicable law.
Where legally permitted, FLOQ may notify an affected user of a governmental or law-enforcement request. We may not be able to provide such notification where prohibited by law or where doing so could compromise an investigation, the safety of a person or the integrity of the Service.
Emergency situations
Where FLOQ has reason to believe that there is an imminent and serious threat to a person's life or physical safety, we may provide relevant information to appropriate authorities where legally permitted or required.
10. Data preservation
In certain circumstances, FLOQ may preserve information for a limited period where this is necessary to:
- comply with a legal obligation;
- respond to a valid legal request;
- investigate suspected serious criminal activity;
- investigate abuse, fraud or security incidents;
- protect users or the public;
- establish, exercise or defend legal claims.
Preservation of information does not mean that FLOQ will retain information indefinitely.

11. Privacy
Your privacy matters to us.
Our Privacy Statement explains what information FLOQ collects, why we collect it, how it is used, how long it is retained and when it may be shared with third parties or authorities.

By using FLOQ, you acknowledge that your personal information will be processed as described in the Privacy Statement.
12. Blocking other users
FLOQ may provide tools allowing you to block another user.
When you block someone, you should not attempt to circumvent the block by:
- creating another account;
- asking another person to contact the blocked user on your behalf;
- using another user's account;
- otherwise deliberately bypassing the blocking mechanism.
13. Account suspension and termination
You may stop using FLOQ at any time.
FLOQ may suspend or terminate your account if we reasonably believe that you:
- violated these Terms;
- violated Community Guidelines;
- engaged in illegal activity;
- endangered other users;
- abused FLOQ's systems;
- attempted to circumvent enforcement;
- provided materially false information;
- compromised the security of FLOQ or its users.
Serious violations may result in permanent termination without prior warning.
We may also restrict access to specific Flocks or features without terminating your entire account.
Where required by applicable law, we will provide information about significant moderation or account decisions and available appeal mechanisms.
14. Appeals
If FLOQ takes enforcement action against your account or content, you may have the right to request a review of that decision.
Where applicable, FLOQ will provide an appropriate internal appeal mechanism.
Appeals should explain why you believe the decision was incorrect and include relevant information.
We may reject repetitive, abusive or clearly unfounded appeals.
Nothing in this section limits any rights you have under applicable law, including rights provided by the Digital Services Act.
15. Flock structure
FLOQ controls the overall structure of the platform.
Main Flocks are created and managed by FLOQ.
Users and moderators may request new Sub-Flocks, but a requested Sub-Flock is not automatically created.
FLOQ may:
- approve a request;
- reject a request;
- redirect a request to an existing Flock;
- merge overlapping communities;
- rename or restructure Flocks;
- archive inactive Flocks;
- make other structural changes necessary to maintain a coherent community structure.
This is intentional: users create the conversations; FLOQ controls the structure.
16. No guarantee of availability
We aim to keep FLOQ available and reliable, but we do not guarantee that the Service will:
- always be available;
- always operate without errors;
- be free from interruptions;
- be completely secure;
- be compatible with every device or browser.
We may temporarily suspend parts of the Service for maintenance, security, upgrades or other operational reasons.
17. Third-party services
FLOQ may rely on third-party providers for services such as hosting, authentication, email, infrastructure, security, analytics, AI processing or other technical functions.
Those providers may have their own terms and privacy policies.
FLOQ remains responsible for processing personal information as described in our Privacy Statement where required by applicable law.
18. Your responsibility
You are responsible for your own actions and content on FLOQ.
FLOQ is a community platform and cannot guarantee the accuracy, legality, safety or reliability of content posted by users.
You should exercise appropriate judgement when interacting with other users.
Do not assume that someone is who they claim to be simply because they have a FLOQ account or moderator badge.
19. No professional advice
Content posted by users does not constitute professional advice.
This includes, without limitation:
- medical advice;
- legal advice;
- financial advice;
- aviation advice;
- safety-critical instructions;
- technical advice.
You are responsible for determining whether information is appropriate and reliable before acting on it.
20. Limitation of liability
To the maximum extent permitted by applicable law, FLOQ will not be liable for:
- indirect or consequential losses;
- loss of profits;
- loss of business;
- loss of reputation;
- loss of data resulting from circumstances outside our reasonable control;
- actions or content of other users;
- interruptions caused by third-party services;
- unlawful conduct by users.
Nothing in these Terms excludes or limits liability that cannot legally be excluded or limited under applicable law.
21. Indemnification
To the extent permitted by applicable law, you agree to compensate FLOQ for reasonable losses, claims, liabilities and costs arising from your:
- unlawful use of the Service;
- violation of these Terms;
- infringement of another person's rights;
- deliberate misuse of the Service;
- fraudulent behaviour.
This section does not apply to the extent that the relevant loss was caused by FLOQ's own unlawful conduct or negligence.
22. Changes to FLOQ
FLOQ may change, improve, suspend or discontinue features of the Service.
We may also update these Terms where reasonably necessary, including because of:
- changes to the Service;
- changes in technology;
- changes in applicable law;
- changes to security requirements;
- changes to our business.
Where a change is material, we will provide appropriate notice where required by law.
Your continued use of FLOQ after the effective date of updated Terms constitutes acceptance of the updated Terms, to the extent permitted by law.
23. Governing law
These Terms are governed by the laws of the Netherlands, except where mandatory consumer or other applicable law provides otherwise.
Nothing in these Terms removes any mandatory rights or protections you have under the laws that apply to you.
Any dispute shall be submitted to the competent courts in the Netherlands, subject to any mandatory jurisdictional rights you may have under applicable law.
24. Severability
If any provision of these Terms is found to be invalid or unenforceable, the remaining provisions will continue to apply.
The invalid provision will be interpreted or replaced to the extent necessary to make it enforceable while preserving its intended purpose as closely as possible.
25. Entire agreement
These Terms, together with the FLOQ Privacy Statement and Community Guidelines, form the agreement governing your use of FLOQ.
Where there is a conflict:
- applicable law takes precedence;
- these Terms take precedence over Community Guidelines;
- the Privacy Statement governs matters specifically relating to personal data processing.

Our basic principle
FLOQ is built for adults, but being an 18+ platform does not mean that everything is allowed.
Adults can talk about adult subjects. They cannot use FLOQ to harm people, exploit others or facilitate illegal activity.
FLOQ should remain a place where people can find their flock without having to wonder whether the person or community around them is using the platform for something dangerous or criminal.
Find your flock. Keep it safe.
